East County Water Control District (ECWCD)

District-wide Facilities Inventory

The principal of QAI conducted an extensive facilities inventory of District owned structures including identification, inspection and mapping of 31 bridges, 333 culvert road crossings and 52 water control structures within the District. The inventory was used by the District to explore opportunities for improving flood protection and to assist with developing future budgets.

 

Additionally, a plan was developed for ECWCD so that water resources within the District may be monitored more accurately. The plan included several continuous monitoring stations recording water level and rainfall events at several stations within the District. Upon final completion of the plan, there will be 19 stations utilizing data loggers, flow/level indicators, high water alarms, telemetry, storage modules, tipping bucket rain gauges and/or solar panels. Although this plan will help the District better manage water resources, the monitoring plan will also be very beneficial towards stormwater quality monitoring.

East County Water Control District (ECWCD)

Feasibility and Specifications Study for Water Treatment Plant

As District Engineer for the ECWCD, the principal of QAI was involved in the preparation of construction plans and specifications to facilitate bidding of a $2 million water management project serving the 1,200 acre Mirror Lakes subdivision. Provided were field surveys and daily construction inspections for a lake-based Water Management System, which incorporated over 350 acres of wetlands into the design.

 

The project feasibility review defined limiting conditions, conservation areas, and water management requirements. Assistance was provided in addressing the necessary permitting and regulatory concerns required to construct approximately 135 acres of lakes. The project also involved the eradication of exotic vegetation and enhancements of the 350 acres of wetland preserve areas within the development.

East County Water Control District (ECWCD)

East Lee County Aquifer Recharge Project (ELCARP)

QAI was hired to take charge of and complete the final phase of the study of the surface flow and groundwater recharging characteristics of the East County Water Control District’s twelve square mile project area. The goal of the study was to identify the best methodology for optimizing ground water recharge utilizing cooperative resources.

 

The result was a plan that utilizes the natural topography of the project area along with existing surface water control features to increase the quantity of surface water reaching the ground water and sand stone aquifers. The plan was awarded nearly $500,000 in grants for implementation.

 

A major benefit of the project are the enhanced monitoring features implemented by QAI. These systems allow a much greater quantity and better quality of data on ground water recharge, water quality monitoring and flood control early warning.

Stormwater Control Structures Construction Engineering Inspection

Ongoing Technical Review

QAI provides ongoing technical review of development applications and construction plans for the District. Specifically, QAI reviews construction plans, specifications and engineering calculations submitted by other professional engineering firms on behalf of developers for function, accuracy and compliance with South Florida Water Management District rules and regulations, as well as ECWCD guidelines.

South Trail Fire and Rescue

Crystal Drive and Daniels Road Fire Station

Initially contracted to assist in the redesign of the existing Crystal Drive Fire Station, which included site revisions to support the expansion of this station, South Trail subsequently hired us to engineer their new facility on Daniels Parkway. The state-of-the-art facility accommodates a 22,000 square foot fire station and a 50 foot training tower. The new facility replaces the existing, aging facility located on Daniels Parkway at I-75.

 

In addition to civil engineering, site planning and turn lane design, QAI’s scope of work included coordinating with Lee County DOT and amending the Daniels Parkway Access Ordinance through the public hearing process for a special access connection and turn lane on Daniels Parkway.
